Meta charges for WhatsApp Business messaging, and the cost depends on two things: the **type of message** and the **country** where the end user's phone number is registered.

These fees are set by Meta, not by Chatfuel. They apply to every business and every provider on the WhatsApp Business Platform. On the current platform they come out of your [wallet](https://chatfuel.com/docs/billing/how-your-wallet-and-credits-work) along with everything else, so you get one bill instead of setting up billing with Meta yourself.

## What changes on 1 October [#what-changes-on-1-october]

Meta announced in July 2026 that from **1 October** it starts charging for service messages. Two things that were free become paid:

* **Free-form replies inside the [24-hour messaging window](https://chatfuel.com/docs/whatsapp/24-hour-messaging-window)** — free since November 2024
* **Utility templates sent inside that window**

Service messages are billed at the same per-market rate Meta already charges for utility and authentication templates, and there are **no volume discounts** on them — the rate is the same whether you send a hundred messages or a hundred thousand.

**Ads that click to WhatsApp are not affected.** They still open a free 72-hour window, and everything you send inside it stays free — which makes [click-to-WhatsApp ads](https://chatfuel.com/docs/whatsapp/create-ads-that-click-to-whatsapp) the cheapest way to start a conversation.

## Message categories [#message-categories]

Meta groups WhatsApp messages into four categories, each with its own price:

* **Marketing** — promotional messages, offers, product announcements
* **Utility** — transactional updates like order confirmations, shipping notifications, and appointment reminders
* **Authentication** — one-time passcodes and verification codes
* **Service** — replies to a customer inside the 24-hour window, paid from 1 October

When you [send a template outside the 24-hour window](https://chatfuel.com/docs/whatsapp/how-to-send-messages-outside-24-hour-window), the category is set by the template type you created.
