No. Chatfuel does not support duplicating blocks or plugins inside the flow editor.

No. Chatfuel does not support duplicating blocks or plugins inside the flow editor. There is no copy, clone, or duplicate option — each block must be created from scratch.

If you need a block with similar content, you'll have to add a new one manually and re-enter the settings. There is no shortcut for this.
